If the meeting cannot be held within this period, or the modification request is not approved by the majority, the construction, repair, or installation shall be carried out based on the certified project change or sketch obtained from the relevant authorities upon the request of the concerned owner, provided that the safety of the building is not endangered, according to the report of a commission. The relevant authorities shall finalize requests for certified project changes or sketches within six months.
