Article 42 – Condominium owners may not make alterations on their own in the common areas of the main property; any innovations or additions intended to improve the common areas, make their use easier or more convenient, or increase the benefits derived from these areas shall be carried out based on a decision approved by the majority of owners in terms of both number and ownership shares.
(Additional paragraph: July 1, 2005 – Law No. 5378/Article 19) If the modification is necessary for the life of persons with disabilities, the project change shall be discussed at a meeting of the condominium owners, to be held within three months, and decided by a majority in terms of number and ownership shares. If the meeting cannot be held within this period, or the modification request is not approved by the majority, the construction, repair, or installation shall be carried out based on the certified project change or sketch obtained from the relevant authorities upon the request of the concerned owner, provided that the safety of the building is not endangered, according to the report of a commission. The relevant authorities shall finalize requests for certified project changes or sketches within six months. The formation of the commission, its working procedures, and the procedures and principles related to the use of the facility by the person with a disability shall be jointly determined by the Ministry of Public Works and Settlement and the Directorate General for Persons with Disabilities through a regulation.
The costs of these works shall be borne by those who benefit from the modifications, proportionate to their share of benefit.

Except for straight staircases, no rail is standard, which is why stair lifts are more expensive than other types of lifts. The carriage moves along the rail with the seat mounted on top. For this reason, stair lifts are also called chair lifts or staircase-mounted lifts.
Because stair lifts are manufactured according to accessibility regulations, they must meet certain standards. The most important are safety standards, which are very strict. Multiple safety sensors and detectors are installed on the carriage and seat.
Another important feature is speed. According to accessibility regulations, the maximum speed is 12 cm/sec, and the lift must slow down on curves. At this speed, traveling a single story (about 5 meters) takes roughly 45 seconds.

The seat must be suitable for the user, equipped with an appropriate safety belt, which may be either a lap belt or a chest belt.
