The "Construction Permits Form" standardized by TÜİK has been used since 1954, and the "Building Usage Permit Papers Form" has been used since 1964.

“Construction Permit Form” was put into effect in 1992 with the number TS 8737 as a Building Permit, and “Building Usage Permit Papers Form” was put into effect in 1993 with the number TS 10970 as a “Building Usage Permit Certificate”. In 2001, it was made mandatory to use the “Building Permit Form”, which was re-arranged in line with the needs of the day, as of January 1, 2002, and the “Building Usage Permit Certificate Form” as of October 6, 2001.

It has been made mandatory to organize the Building Certificates by correlating them with the National Address Database in accordance with Article 50 of the Population Services Law No. 5490 dated 25/04/2006. Authorized administrations are responsible for the formation and current monitoring of addresses in the National Address Database in accordance with the “Regulation on Address and Numbering” published in the Official Gazette dated 31/07/2006. The authorized administration is the municipality in places where there is a municipal organization, the provincial special administration outside the municipality borders and the Provincial Directorate of Public Works and Settlement.
