Even if elevators are manufactured in these dimensions, the problems of wheelchair users cannot be solved in most places. The building entrance stairs constitute the first obstacle for the disabled. Inside the building, narrow corridors, doors and elevators with half-floor connections greatly restrict the movements of the disabled. The path must be flat so that the disabled can easily reach the elevator door. If there is a staircase, a fixed or mobile ramp should be installed.

Ramp slopes are between 5% and 10%. For a height difference of up to 10 cm, the maximum ramp slope should be 10%, for a height difference of up to 25 cm, the maximum ramp slope should be 825%, and for a height difference of up to 50 cm, the maximum ramp slope should be 5%. The slope of very short ramps can be 12% in mandatory cases. If the length of a ramp is more than 6 m, a 150 cm long landing is placed in between. Ramp widths should be reduced to less than 130 cm.

It has been enacted by law that common living areas should be made suitable for the disabled. One of these laws regarding elevators is the ‘Municipalities Type Zoning Regulation Excluded from the Scope of Law No. ?’ This regulation covers municipalities other than metropolitan municipalities. The section of this regulation regarding elevators is as follows:

“Article 45: In buildings with more than 4 floors starting from the ground floor and in buildings with 5 or more floors including the floors occupied in the basement, it is mandatory to install an elevator starting from the basement and serving all floors including the entrance. If the building owner requests, elevators can be installed in buildings with fewer floors. The narrow side of the elevator cabin cannot be less than (1.20) m and its area cannot be less than (1.80) m2 and the door width cannot be less than (0.90) m. The landing in front of the elevator must be at least (1.20) m if the elevator door is sliding and at least (1.50) m if the elevator door opens outwards.

If the Turkish Standards Institute criteria are smaller than the above dimensions and quantities, the provisions of this article shall apply. In public buildings with a usable floor area of ​​more than 800 m2 and a floor number of more than 1, it is mandatory to install at least one elevator. In addition, in public buildings with a floor area of ​​more than 800 m2 and a floor number of more than 3 and in high-rise buildings, it is mandatory to install at least 2 elevators in accordance with the above principles and in a number determined according to the type, usage density and needs of the building. At least one of these elevators must be installed in a shaft made of fire-resistant material, which will reach the ground floor and open its doors in case of any emergency, failure or power outage, and be fed by an uninterrupted power supply that is smoke-proof.

The fact that elevators have been installed in buildings in accordance with the procedure does not remove the requirement to build stairs in the form and dimensions specified in this regulation. In matters related to the construction and operation of elevators, the provisions of the “Elevator Regulation” and the “Turkish Standards Institute Standards” published in the Official Gazette dated 20.12.1995 and numbered 22499 shall be complied with, taking into account the above provisions.

The above law is being implemented correctly especially in Balıkesir and Denizli provinces. In other provinces, it is seen that this practice has not become widespread enough. However, the number of disabled people in our country is quite high.

The 2002 General Population Census Results of the State Institute of Statistics show that the total disabled population in Turkey is 1,234,139. ​​In addition, among the disabled groups, the physically disabled constitute the largest group with 472,629 people (38.2% of the total).
